On July 26, 2024, Zhang Jinsong, Director of Guangdong Provincial Department of Commerce, led a team to Hong Kong to hold a presentation on Guangdong's foreign investment policy. Zhang Jinsong said that in July this year, the Guangdong Provincial Party Committee and the Provincial Government held a conference on the implementation of the "Five External Linkages" to promote high-level opening up, taking the implementation of the "Five External Linkages" of foreign trade, foreign investment, outsourcing, foreign economic cooperation, and foreign intelligence as an important starting point to promote the construction of a new system of open economy at a higher level, and promote Guangdong's high-quality development and modernization with high-level opening up, providing new development opportunities and creating new development space for global companies. Zhou Qiang pointed out that the central and local governments have continuously increased their efforts to promote foreign investment, and more and more foreign investors have come to China to invest. The central government announced a number of measures to benefit Hong Kong around July 1, including increasing the duty-free quota for mainland tourists under CEPA, issuing card-type documents to non-Chinese Hong Kong permanent residents to enhance customs clearance facilitation, and completing substantive consultations on further opening up of service trade under CEPA, all of which have played a positive role in promoting economic and trade cooperation between the two places. I hope that all entrepreneurs will grasp the new situation, seize new opportunities, and jointly write a new chapter in economic cooperation between the two places.
