On July 15, 2024, the investment framework agreement for the United International Gaogui Southern Medicine Full Industrial Chain Base Project was officially signed. The project will further promote the brand building of Gaogui Southern Medicine in Gaoyao, enhance product visibility and influence, and create internationally competitive Gaogui Southern Medicine. Chen Guohua, Chairman of the Board of Directors of China United Health Group, Chen Depei, Secretary of the Gaoyao District Committee, district leaders Liu Chun and Huang Xingrong, representatives of relevant enterprises, and relevant experts from the South China Institute of Botany, Chinese Academy of Sciences, witnessed the signing of the contract.

On behalf of the Gaoyao District Committee and District Government, Chen Depei thanked enterprises and experts for their concern and support for the development of Gaoyao.

Chen Depei pointed out that Gaoyao District has unique natural resources and a long history of southern medicine planting. Among them, the cinnamon planting area reaches 700,000 mu, which is one of the counties (cities, districts) with the largest cinnamon planting area in the country, accounting for 10% of the national cinnamon planting area. It is a famous cinnamon county in China and the hometown of cinnamon, a famous and excellent economic forest in China. The conditions for promoting the development of the entire industrial chain of Gaogui southern medicine are mature, timely and promising. It is hoped that this signing will be used as an opportunity to strengthen cooperation with enterprises and scientific research institutions, conduct scientific research on the entire chain of Gaogui southern medicine industry, including breeding and selection, deep processing, medicinal and edible, and continuously improve downstream product research and development, and extend the entire industrial chain of Gaogui southern medicine. Gaoyao will provide the best policies, the best services, and the best environment for the implementation of the project, and strive to open a new chapter in the cooperation between government, enterprises, institutions and local governments. During the period, the participants conducted in-depth exchanges and discussions on cinnamon variety cultivation, deep processing, forest economy, warehousing and circulation, and actively explored the wide application of cinnamon in the field of biological health and new ideas and paths to promote the standardization, high-end, diversification and internationalization of traditional southern medicine products.

It is understood that the project is jointly established by United International Agriculture and Forestry Industry Group Co., Ltd., Gaoyao District Agricultural Tourism Investment Co., Ltd., and Zhaoqing Hongzhida Agricultural and Sideline Products Co., Ltd. as the operating entity, with a planned investment of about 2 billion yuan. It is planned to build a high-quality southern medicine planting demonstration base, pharmaceutical, food, cinnamon oil, handicraft processing workshops, southern medicine commercial street, southern medicine exhibition center, cinnamon industry research center, etc., and strive to build the largest comprehensive base for the entire southern medicine industry chain in China.

Xia Nianhe, a researcher at the Chinese Academy of Sciences and chief researcher of the Plant Classification Research Group, said: "Xijiang cinnamon is an authentic southern Chinese medicine. I believe that the project will help the all-round research of Gaoyao cinnamon industry, optimize the work of Gaoyao cinnamon in variety breeding and deep processing, increase the added value of Gaoyao cinnamon industry, promote the development of the entire industrial chain of Gaoyao cinnamon, and drive farmers to get rich with better industrial quality, so that Gaoyao cinnamon will be famous in China and can also "go out of the circle" in the international market."

Lai Yana, general manager of Zhaoqing Hongzhida Agricultural and Sideline Products Co., Ltd., said: "We will do a good job in the closed-loop work of the entire industrial chain, including Gaoyao cinnamon planting, variety screening, acquisition and processing, quality standards, and product research and development, and carefully create Gaoyao cinnamon products. Link with other southern medicines such as bergamot to launch a series of southern medicine products, forming an influential Gaoyao southern medicine characteristic industry."

2024年7月15日，聯合國際高貴南藥全產業鏈基地專案投資框架協議正式簽約。本計畫將進一步推動高要的高桂南藥品牌建設，提升產品知名度與影響力，打造具有國際競爭力的高桂南藥。中國聯和健康集團董事主席陳國華、高要區委書記陳德培，區領導劉春、黃興榮，相關企業代表、中科院華南植物研究所相關專家等共同見證簽約。

陳德培代表高要區委會、區政府感謝企業與專家對高要發展的關心與支持。

陳德培指出

高要區自然資源得天獨厚、南藥種植歷史悠久，其中肉桂種植面積達70萬畝，是全國肉桂種植面積最大的縣（市、區）之一，佔全國肉桂種植面積的10%，是中國肉桂名縣、中國名特優經濟林肉桂之鄉，推動高桂南藥全產業鏈發展條件成熟、正當其時、前景光明。

希望以本次簽約為契機，加強與企業及科研機構的合作，對高桂南藥產業全鏈條包括育種選優、精深加工、藥用食用等方面進行科學研究，不斷提升下游產品研發，延長高桂南藥全產業鏈。高要將為計畫落地建設提供最優的政策、最佳的服務、最好的環境，全力開啟政企院地合作的嶄新篇章。

期間，與會者圍繞肉桂品種培育、精深加工、林下經濟、倉儲流通等方面進行了深入的交流研討，積極探索肉桂在生物健康領域的廣泛應用、推動傳統南藥產品向標準化、高端化、多元化、國際化發展的新思路新路徑。

據了解，該項目由聯合國際農林產業集團股份有限公司、高要區農旅投資有限公司、肇慶宏志達農副產品有限公司三方共同成立公司作為營運主體，計劃投資額約20億元，擬建設高品質南藥種植示範基地，製藥、食品、桂油、工藝品加工車間，南藥商業街、南藥展示中心、肉桂產業研究中心等，致力於打造成為國內最具規模的南藥全產業鏈綜合性基地。

中科院研究員、植物分類研究小組首席研究員夏念和說：「西江肉桂是中國地道南藥。相信計畫將助力高要肉桂產業全方位研究，優化高要肉桂在品種培育、精深加工等方面工作，提高高要肉桂產業附加價值，推動高要肉桂全產業鏈發展，以更好的產業質量帶動農民致富，使高要肉桂享譽國內的同時，也能在國際市場上'出圈'。

肇慶宏志達農副產品有限公司總經理賴雅納表示：「我們將高品質做好高要肉桂種植、品種篩選、收購加工、品質標準、產品研發等全產業鏈的閉環工作，精心打造高要肉桂產品，聯動佛手等其他南藥組合推出一系列南藥產品，形成具有影響力的高要南藥特色產業。
