Guangdong Province’s action plan to promote high-quality development of low-altitude economy (2024-2026)



Low-altitude economy refers to a comprehensive economic form that is driven by various flight activities of civil manned and unmanned aircraft in low-altitude airspace and radiates the integrated development of related fields. The development of low-altitude economy is of great significance for activating three-dimensional space resources, providing efficient public services, changing production and lifestyles, stimulating new cross-border integration ecology, creating a new engine for economic growth, and accelerating the formation of new quality productivity. In order to implement the decisions and arrangements of the Party Central Committee and the State Council and the work requirements of the Provincial Party Committee and the Provincial Government, seize the development opportunities of technological innovation and large-scale application, open up new areas of development and new tracks, and promote the high-quality development of the low-altitude economy in our province, this action plan is formulated.




1. Overall goal




By 2026, the low-altitude management mechanism will be operating smoothly, the infrastructure will be basically complete, application scenarios will be accelerated, innovation capabilities will lead the world, and the industrial scale will continue to break through, promoting the formation of a development pattern in which low-altitude manufacturing and services are integrated, applications and industries will promote each other, and create a world-leading A low-altitude economic and industrial highland.

2. Accelerate the reform of low-altitude airspace management




(1) Strengthen coordinated management of low-altitude airspace. Improve relevant working mechanisms, strengthen collaboration among the military, civilians and civilians, and jointly study and coordinate low-altitude integrated flight management matters such as classification delineation of low-altitude airspace and supervision of flight activities. Support cities such as Guangzhou and Shenzhen in conducting pilot trials, strengthen research on the operation model of urban air traffic management organizations, and improve management measures. 3. Lay out low-altitude infrastructure appropriately in advance

Accelerate the construction of general airports laid out in the "Guangdong Province General Airport Layout Plan (2020-2035)", and promote the construction of ground support facilities such as hangars, energy stations, weather stations, fixed operation bases, and aviation material support platforms. All cities and towns should be driven by the needs of application scenarios, adapt to local conditions, pragmatically and orderly promote the construction of low-altitude intelligent networking that meets the needs of drone application in the region, and achieve interconnection with relevant provincial platforms. Promote the large-scale implementation of low-altitude logistics and distribution applications in cities, rural areas, mountainous areas, and islands, focusing on expanding cross-sea high-value seafood transportation, shipping material supply, rapid transfer of medical supplies, and transportation of agricultural products in mountainous areas. Guide general airports to build low-altitude logistics distribution centers and create a cross-city low-altitude logistics network covering the entire province with a load of 100 kilograms. 8. Safeguard measures

Support major construction projects in low-altitude economic industries to be prioritized in the provincial key construction project plan, and provide full-process services for the construction of major projects.
