Guangdong Province’s action plan to promote high-quality development of low-altitude economy (2024-2026)

Low-altitude economy refers to a comprehensive economic form that is driven by various flight activities of civil manned and unmanned aircraft in low-altitude airspace and radiates the integrated development of related fields. The development of low-altitude economy is of great significance for activating three-dimensional space resources, providing efficient public services, changing production and lifestyles, stimulating new cross-border integration ecology, creating a new engine for economic growth, and accelerating the formation of new quality productivity. In order to implement the decisions and arrangements of the Party Central Committee and the State Council and the work requirements of the Provincial Party Committee and the Provincial Government, seize the development opportunities of technological innovation and large-scale application, open up new areas of development and new tracks, and promote the high-quality development of the low-altitude economy in our province, this action plan is formulated.

1. Overall goal

By 2026, the low-altitude management mechanism will be operating smoothly, the infrastructure will be basically complete, application scenarios will be accelerated, innovation capabilities will lead the world, and the industrial scale will continue to break through, promoting the formation of a development pattern in which low-altitude manufacturing and services are integrated, applications and industries will promote each other, and create a world-leading A low-altitude economic and industrial highland.

——The management mechanism operates smoothly. The three-party collaborative management mechanism of "military, civilians and civilians" has been basically established, and a working mechanism with clear division of labor and efficient coordination among all parties has been established in terms of infrastructure construction and operation, low-altitude flight service support, etc.

——The infrastructure is basically complete. A number of general-purpose airports, take-off and landing sites, and take-off and landing points will be built, a safe, efficient, and interconnected ground infrastructure network will be basically built, and the construction of low-altitude intelligent infrastructure in core areas will be completed.

——Industrial scale has grown steadily. The scale of the low-altitude economy exceeds 300 billion yuan. It has basically formed a low-altitude economic industrial pattern with Guangzhou, Shenzhen, and Zhuhai linking the three cores, supporting multiple points, and developing in large areas, and cultivated a number of leading enterprises and specialized new enterprises.

——Innovation capabilities have been significantly improved. Lay out a number of provincial-level innovation platforms and strive to create 1-2 national-level innovation platforms. Overcome a number of key stuck technologies in the low-altitude field and basically achieve independent control of the low-altitude industrial chain.

——The scale of application continues to expand. The province's general aircraft flight reached 150,000 hours, and the drone flight reached 3.5 million hours. Positive progress has been made in pilot demonstrations of urban air transportation, low-altitude logistics, and all-space unmanned systems.

2. Accelerate the reform of low-altitude airspace management
