Chen Hongyu, professor of the Party School of Guangdong Provincial Committee: Sihui was selected as one of the "Top 100 Counties in China" by "five coordinations"

On July 31, 2024, "Research on High-quality Development of China's County Economy in 2024" announced the list of "2024 CESI Top 100 Counties", among which Sihui City, Guangdong Province was successfully selected and ranked 87th. It is the second county (city, district) in Guangdong Province to be selected in the list of "CESI Top 100 Counties" after Boluo County, Huizhou.

In this regard, Nanfang Daily and Nanfang+ interviewed Chen Hongyu, professor of the Party School of Guangdong Provincial Committee. Why was Sihui selected? What factors contributed to its success? Professor Chen believes that the most prominent feature of Sihui is coordinated development. In addition, he also proposed three transformation paths and four directions of development that Sihui needs to make up for its shortcomings.

"Five coordinations" of county development

"If the county prospers, the whole province prospers; if the county is active, the whole province is active." At present, Guangdong is deeply implementing the "Hundred Million Project" to support the high-quality development of counties. It is gratifying that Sihui has entered the list of "CCID Top 100 Counties". It is also a good opportunity to learn from the experience of county revitalization, analyze advanced models, and find problems and gaps. This is the significance of our study of Sihui.

Nanfang Daily, Nanfang+: Why do you think Sihui City, Zhaoqing, can be selected into the list of "CCID Top 100 Counties"? What are its advantages?

Chen Hongyu: Although Sihui's area, population, industry, and finance are medium-sized in Guangdong Province, for a long time, Sihui has been very pragmatic in all its work, attaching importance to laying the foundation, and moving forward step by step. According to the new development concept, comparing the comprehensive strength of counties, Sihui with balanced development has always been at the forefront of all counties in the province. Sihui's selection into the list of the top 100 counties in the country reflects that Sihui City has carefully understood the requirement of "coordination is both a goal and a means", and has closely focused on the word "coordination" to plan the comprehensive development of the county economy.

The first is the coordination of industrial structure. Sihui is adjacent to industrially developed cities such as Guangzhou and Foshan, and is surrounded by dense air, rail and water transportation networks. It was originally a land of fish and rice in the Pearl River Delta Plain, and has the conditions for coordinated development of the first, second and third industries. Since the reform and opening up, Sihui has attached great importance to attracting investment and innovative development, vigorously undertaken the industrial transfer from Guangzhou and Foshan, and developed emerging industries; at the same time, it has also used its location and transportation advantages to develop jade processing and characteristic agriculture, and cultivated large-scale professional markets, so that Sihui's first, second and third industries have their development highlights and development momentum, and the location advantages have been fully transformed into market competitive advantages.

The second is the coordination of urban and rural development. The town level is the fulcrum connecting counties and villages and promoting urban-rural integration. The development of the town area supports the overall development of the county area. Sihui was originally a large agricultural county. Over the past decade, Sihui has insisted on sinking its center of gravity, strengthening the team and team at the town level, fully delegating power, and encouraging each town and street to explore development paths that are adapted to local conditions and based on the local area. At present, the overall pattern of coordinated development of Sihui's central towns, specialized towns, characteristic towns and surrounding villages has basically taken shape.

The third is the coordination of economy and people's livelihood. The broad masses of people are the main builders and beneficiaries of the county economy. Sihui adheres to the "people-centered" principle, strives to coordinate the relationship between economic development and benefiting the people's livelihood, and dares to and is good at spending money on people's livelihood. Although Sihui's fiscal situation is not loose, in 2023, Sihui's livelihood expenditures accounted for 82.4% of general public budget expenditures, and the city's education, medical care, health, elderly care and infrastructure construction are constantly upgrading.

The fourth is the coordination of "internal and external relations". Sihui is the "Eastern Gate" of Zhaoqing City, and the "Western Gate" of the Guangdong-Hong Kong-Macao Greater Bay Area and the Pearl River Delta connecting the "Pearl River-Xijiang" economic belt. As a "two-way opening" window to the outside and the inside, in recent years, in addition to continuing to consolidate the industrial integration between Sihui and Guangzhou and Foshan, it has also focused on expanding the introduction of funds, technologies, and projects from Shenzhen, Dongguan, Hong Kong and other places; at the same time, it also pays attention to making good use of water transportation, aviation and other transportation resources in Guangzhou, Qingyuan and the Xijiang and Beijiang River basins, so that various resource elements, major projects, and leading enterprises can flow into the local area more smoothly.

Fifth, overall coordination. Sihui can be among the "Top 100 Counties in China". Thanks to the guidance of the Provincial Party Committee's "Hundred Million Project", the Sihui Municipal Party Committee has insisted on self-revolution and improved its ability to think big and plan the overall situation. Especially in recent years, the Sihui Municipal Party Committee and Municipal Government have continuously strengthened the training and use of talents, and the leadership teams at all levels have worked hard to implement the concept of coordinated development in all aspects of daily work.

"Three Transformations" in a Critical Period

Nanfang Daily, Nanfang+: At present, what are the shortcomings of Sihui? What should we pay attention to in development?

Chen Hongyu: At present, Sihui is taking high-quality development as its theme, adhering to problem-oriented approach, and promoting the transformation of various aspects of work. First, the transformation of industries. At present, the proportion of traditional industries in Sihui is still relatively large, and it is urgent to further enhance the scientific and technological content, so as to improve the market competitiveness of various industries. Second, the transformation of urban and rural planning and construction, including the improvement of urban and rural layout planning, land planning, and transportation planning. While further focusing on the construction of the county town, we should promote the planning and construction of the county, town, and village levels to a new level. Third, the transformation of basic public services. At present, Sihui's basic public services are still not comprehensive enough. There are still many deficiencies in the coverage and level of basic public services between urban and rural areas and between different household registrations, and there are still many shortcomings that need to be further made up.

"Four major directions" for high-quality development

Nanfang Daily, Nanfang +: In the next step, from which directions will Sihui make efforts to continuously promote the development of the county economy? What suggestions do you have for this?

Chen Hongyu: In the next step, Sihui can follow the example of the counties and districts in Jiangsu, Zhejiang, Shandong and Guangdong Province that are at the forefront of development, so that development can be more coordinated and of higher quality.

Specifically, first, we must continue to work hard to maintain the intensity of industrial investment. We must correctly judge the stage of Sihui's industrialization process. Sihui's industrialization has not entered a mature stage, but there is still a lot of room for development. Realizing the dominance of manufacturing is still the basic direction of Sihui's industrial optimization. We must continue to focus on introducing and developing new manufacturing industries, and strive to promote industrial investment and market investment to a new level. This is an important prerequisite for Sihui's industrial development to continue to maintain its stamina.

Second, we must work hard on overall planning and coordinated promotion. We must further enhance the coordination capabilities of all aspects of economic and social development, and make planning, reform and coordination first, and draw a blueprint to the end, so that the county's economic development will be more orderly, the overall work will be more targeted, the policy orientation will be more consistent, and the work will be more orderly and standardized.

Third, we must work hard to sink the center of gravity and strengthen grassroots organizations. We must strengthen guidance, further mobilize the initiative and enthusiasm of grassroots organizations and the broad masses of party members and the masses, strengthen guidance, and sink various resource elements to the grassroots level, so that towns and villages have both power and resources, so that grassroots organizations can be more creative and more courageous in promoting reform.

Fourth, we must make efforts to develop people's livelihood undertakings. We must strive to organically combine deepening the reform of county systems and mechanisms with enhancing the people's sense of gain and happiness, create a first-class social environment in the province that is easy to start a business, easy to innovate, easy to live in, and easy to develop, encourage innovation, open up more entrepreneurial employment opportunities, and effectively improve the income level and consumption capacity of the people in Sihui to stimulate economic vitality and social vitality.
