In Guangning County, the circular economy and new materials industry cover three parts: the first is the plastic recycling and comprehensive utilization industry in the South China Park, the second is the new materials industry represented by Xinlingnan, Shijing, Shanmo and other enterprises, and the third is the "replacing plastics with bamboo" industry represented by the Happy Cake project.

At present, there are about 82 related enterprises in Guangning County, including 31 above-scale enterprises, mainly distributed in the South China Renewable Resources Industrial Base in Wuhe Town, Hengshan Industrial Park, Binheng Town Jiangji Industrial Park and Gushui Town.

In 2023, the output value of the county's circular economy and new materials industry will exceed 5.4 billion yuan. Among them, the output value of the South China Park (circular economy) increased by 28.32% year-on-year; the output value of new materials (mainly Shijing New Materials, Shanmo, and Xinlingnan) increased by 18.7% year-on-year. From January to June 2024, the output value of industrial enterprises above the designated size in the county's plastic recycling industry increased by 28.4% year-on-year; the output value of the new materials industry increased by 7.68% year-on-year.

In recent years, Guangning County has continuously cultivated and expanded the circular economy and new materials industry by attracting investment, guiding enterprises to carry out technical reforms and transformation and upgrading.

Multiple projects have been put into production one after another, and the industrial chain has been continuously strengthened

Guangning County adheres to the concept of green development and circular economy, actively promotes the optimization and upgrading of the industrial structure, and successfully introduced a series of projects such as Huaying Supply and Marketing, Jinmeng and Xinji.

The implementation of these projects has not only injected new economic vitality into Guangning County, but also built a more complete industrial chain in the field of plastic recycling and comprehensive utilization.

Among them, the Huaying Supply and Marketing project was introduced in August 2022, put into production in October and was put into operation in the same year, providing front-end supply guarantee for raw materials for the South China Park; the new projects Huasu Project and Tepuai Capital Increase and Expansion Project were completed and put into operation in 2023 and were put into operation, further playing the leading role and radiation effect of the South China Park. The equipment installation of the Jinmeng project has completed 95% of the progress. At present, most of the work of the project has been completed and it will be fully put into production soon. The steel structure of the No. 1 plant of the Xinji project has been basically completed, and the No. 2 and No. 3 plants are under design and construction.

Breaking through the bottleneck of "replacing plastic with bamboo", the bamboo industry ushers in a new era of high-quality development

In March 2023, Guangning County successfully introduced Shenzhen Xingfu Cake Food Co., Ltd. to invest in the construction of Guangning County Traditional Bamboo Processing Demonstration Base. The project investment is 60 million yuan, and the planned construction scale is 17,000 square meters of standardized factory buildings and traditional bamboo processing demonstration production lines, "replacing plastic with bamboo" production workshops, bamboo culture exhibition halls, bamboo product trading platforms, comprehensive office buildings and other functional places.

The groundbreaking ceremony was held in late April 2023 and construction started. The main project construction was completed in October. It will be completed and put into production in May 2024.

The Guangning County Traditional Bamboo Processing Demonstration Base currently has three projects stationed, including Guangdong Beautiful Life Environmental Protection Technology Co., Ltd., Guangning Zhenhui Paper Products Co., Ltd. and Guangning County Gushui Hongda Bamboo Stick Products Factory, mainly producing "replacing plastic with bamboo" products and bamboo sticks such as Xingfu Cake knives and forks, trays, packaging boxes, packaging materials, etc.

At the same time, two "bamboo instead of plastic" projects, Zhuzhisheng and Yingding, were introduced this year. The contract has been signed successfully. The implementation of the projects will promote the high-quality development of Guangning County's bamboo industry. Among them, the Zhuzhisheng green bamboo comprehensive development and utilization project has a planned total investment of 1.17 billion yuan. It adopts advanced production technologies at home and abroad to produce environmentally friendly bamboo fiber tableware with bamboo fiber, which makes up for Guangning County's shortcomings in "bamboo instead of plastic" and helps Guangning to efficiently utilize bamboo, reduce carbon and fix carbon, develop the economy, and increase income and become rich.

Gradually improve the quality of the industry and stimulate new economic vitality

In recent years, through "small to large", capital increase, technical transformation, digital transformation and other methods, transformation and upgrading have achieved remarkable results and stimulated economic growth vitality.

Vigorously cultivate enterprises to "small to large". By strengthening the system of leaders cultivating enterprises that have been upgraded to the standard, we will further promote the cultivation of "small enterprises to standard enterprises", assign special personnel to track and serve, grasp the development of enterprises in real time, intervene and coordinate in time, and urge enterprises to improve relevant materials, and report one by one when mature. In 2023, a total of 10 plastic recycling enterprises will be promoted to "small enterprises to standard enterprises", accounting for 66.67% of the number of standard enterprises in the whole year.

Through capital increase, expansion and technological transformation, promote the quality and efficiency of existing enterprises. In 2023, the circular economy and new materials industry will complete 6 capital increase, expansion and technological transformation projects with a total investment of 170 million yuan. Three projects are being prepared with a total investment of 50 million yuan, namely, the technical transformation and capital increase and expansion project of Tepuai, the new blown film production line project of Jiangxing, and the technical transformation and capital increase and expansion project of Huasu.

Promote the digital transformation of enterprises. Support enterprises to strengthen independent innovation, carry out automation, digitalization and green technology transformation, and accelerate the promotion of enterprises to carry out product replacement, production line replacement, equipment core replacement, intelligent manufacturing, green manufacturing and other upgrades. So far, 10 enterprises in the county's circular economy and new materials industry cluster have completed digital transformation.

Use industry digitalization to empower transformation and improve both production capacity and management

Jointly promote the deep integration of smart parks and trading platforms with the county supply and marketing cooperatives. By activating the electronic scale at the gate of the South China Park, the entry and management of incoming and outgoing goods are uploaded to the trading platform simultaneously. And assist in cluster registration, cluster hosting and other work, enterprises enter the platform for system management, effectively improve production efficiency, reduce costs, improve product quality and better adapt to changes in market demand. Through industrial digital empowerment, strengthen the park's production capacity and standardize management and supervision. In 2023, the platform transaction volume reached 224 million yuan; from 2024 to date, the platform transaction volume has reached 173 million yuan.

Science and technology innovation entities are developing rapidly and helping enterprises improve quality and efficiency

Taking the opportunity of creating a provincial-level innovative professional town, accelerate the cultivation of circular economy entities, and continue to cultivate and apply for specialized, innovative, innovative small and medium-sized enterprises and high-tech enterprises. There are 4 circular economy and new material enterprises that have been identified as provincial-level specialized, refined and innovative small and medium-sized enterprises, accounting for 44.44% of the number of provincial-level specialized, refined and innovative small and medium-sized enterprises in the county. Among them, Linuo, Xinlingnan and Shanmo were identified as provincial-level specialized, refined and innovative small and medium-sized enterprises in 2022; Shijing New Materials was identified as provincial-level specialized, refined and innovative small and medium-sized enterprises in 2023.

Do a good job in cultivating high-tech enterprises and guide enterprises to increase R&D investment and actively apply for patents. At present, there are 12 effective national high-tech enterprises in the circular economy and new material industry inventory. In 2024, Jiaheng, Huitong and Yufeng Plastics plan to apply for national high-tech enterprises.

Strengthen intellectual property creation. Strengthen publicity and guidance, increase the attention of Guangning County private enterprises to intellectual property rights, vigorously promote the deep integration of intellectual property rights and industrial development, and enhance the core competitiveness of enterprises. Up to now, the number of patents obtained by the county's circular economy and new material industry is 173, including 16 invention patents and 5 appearance patents, showing an increasing trend year by year.

Promote the quality and efficiency of the innovation platform of the Engineering Technology Research Center. Xinlingnan Technology Co., Ltd. was recognized as the provincial and municipal glass melting furnace material engineering technology research center, and Linuo, Shanmo New Materials, Chuangfeng, and Shijing New Materials were recognized as municipal engineering centers.
