2024年8月25日至26日，從廣西賀州黨政代表團到肇慶，就深入學習貫徹黨的二十屆三中全會精神，認真貫徹落實習近平總書記關於深化東西部協作的重要講話和重要指示精神，深入推進肇慶和賀州協作工作進行考察交流，並召開聯席會議。肇慶市委書記張愛軍、市長許曉雄，賀州市委書記李傑雲參加相關活動。

近年來，肇賀兩地認真落實東西部協作重大戰略決策，齊心協力推進各項協作任務並取得新成效。立足新時代，面向新機遇，希望兩地依照黨中央及粵桂兩省區決策部署，完善協作機制，深化協作交流，努力形成更多可見可知可感的成果。

一是深化產業領域協作，立足兩地特色優勢產業，在推廣新型工業化、產業園區建設、農產品精深加工等方面加強合作，積極開展供需對接活動，攜手壯大兩地產業實力。

二是深化文旅領域協作，發揮兩地優秀文旅資源優勢，共同規劃推出跨省聯市、農文旅融合的精品旅遊路線，合力打造全國休閒旅遊目的地。

第三是深化生態環境領域協作，加強生態環境保護聯防聯治，健全流域上下游區域環境聯合執法，推動水環境保護協同立法，共同守護兩地綠水青山。

四是深化其他領域協作，以好各方資源力量，著力建構「大協作」格局，全面拓展交通、醫療、教育等領域交流合作，更好推動兩地發展、造福兩地百姓。

在聯席會議上，李傑雲代表賀州市委會、市政府和全市249萬各族群對肇慶市長期以來的支持和幫助表示衷心感謝。

近年來肇慶賀州兩市加強互訪，緊密對接粵桂協作工作，紮實推進肇賀東西部協作並取得良好成效。

希望肇賀雙方持續落實東西部協作任務，深化結對協助工作，加速年度協作專案建置進度。

希望持續加強交通領域合作，共同加速渝粵鐵路（賀州至肇慶段）計畫規劃建設，推動廣寧至蒼梧段高速公路盡快動工。

全面推进新型工业化的高要实践

——二论贯彻落实区委全会暨区委经济工作会议精神

新型工业化是高质量发展和现代化建设的关键任务。2023年，高要区规上工业增加值245亿元，同比增长7.9%，总量位居全肇庆市第一。这组数据反映出高要区加快推进新型工业化的强劲势头。

2024年1月29日，中国共产党肇庆市高要区第十四届委员会第六次全体会议审议通过了《中共肇庆市高要区委 肇庆市高要区人民政府关于新时期加快推进新型工业化高质量建设制造业强区的实施方案》，提出了加快推进新型工业化的基本思路，明确到2027年和2035年的目标任务。

2024年2月3日，肇庆市高要区第十八届人民代表大会第四次会议召开。今年的政府工作报告提出，要坚持以实体经济为本，制造业当家，加快构建高要特色现代化产业体系和企业体系，培育制造业新增长点，夯实工业经济发展根基。

全面推进新型工业化的高要实践，要坚持抓大育小。我们要充分发挥企业在推进新型工业化进程中的主体作用，持续强化大企业带动力、壮大中小企业实力、推动老企业焕发新活力，加快形成大中小企业协同发展格局，不断夯实新型工业化根基。实施“链主”企业培育工程，推动大企业做优做强、“顶天立地”；坚持“扩增量、提质量”，推动中小企业增量提质、“铺天盖地”；开展企业融通创新“携手行动”，推动大中小企业融通发展；开展“肇庆制造”质量提升行动，推进质量强区建设，提升工业产品质量品牌。

全面推进新型工业化的高要实践，要坚持强链建群。我们要聚焦产业链条式、集群式发展，向“链”要动力，打好建链强链硬仗，加大“链主”等优质企业梯度培育力度，提升产业链完整度、咬合力和附加值。“链”的做大做强，离不开“群”的支撑。着眼强链所需，建群的载体就是园区平台。要立足高新高端、集聚集约，以大型产业集聚区金利起步区建设为牵引，推动金利省级高新区争先进位，推动汽配、五金、新型储能、精细化工、预制菜等园区提质增效，强化土地集约节约利用，为新型工业化提供坚实平台支撑。

现在广东四会市已经成为亚洲第一玉器市场，四会市已经具有完整，成熟的玉器产业链，有些洋人都慕名过来参观采购。

最近2023年，还出现了一个新趋势，大家可能没有留意，就是那些黄金，钻石，水晶，玛瑙等珠宝行业，也出现了向四会聚集转移的趋势。四会小县城的市民，从来没有见过这么大的场面。

因为越来越多过江龙，越来越多大鳄进来。小县城的市民也见识多了，不鸟本地的大老板了。

人家开口闭口十几亿。本地大老板，不够过江龙的一个零头。

还有一方面，土老板的上线都被撸掉了，过江龙的上线是新上任各级领导。正直上降级。

所以我说，妄图在大城市买房就能保证永远吃红利，行不通。

人家官员位置利益都不断流动，

土老板都不断替换，更别想凭借一套几套房子保小康保永远富贵了。

在广深佛莞投资，那几千万，都不够赔偿款征地款。

在肇庆等落后地区（烂菜干地区），烂菜干地区投资，几千万都可以运转起来了。

后发地区有一定的成本优势，虽然不大。科长哪里都有。我打工的发达城市，也有科长。难道发达地区科长不吃饭不喝酒？跟落后地区一样需要孝敬的。

塔哥说得对，不要拆迁，让老城区死去。去别的地方新开发。

东北老工业区想躺在功劳簿上一辈子，被矮子和猪猪放倒了。矮子猪猪：我们去建设广东，建设浦东。

始终是成本决定一切，不但能源方面是这样。大商家优先使用煤炭便宜能源。

土地也是一样。大商家优先使用落后地区的廉价土地。

我的原理，不但应用在能源方面合适，还可以推论应用在土地资源方面。

原来奶酪地区，从原来的生产铁盆，陶瓷，家居用品，要长出金融公司，游戏公司，平台公司，原来的工厂工人淘汰了。

原来的烂菜干地区(肇庆之类)，从原来生产罗非鱼，烂菜干，席子，柑橘，要长出新能源汽车，汽车零部件，新材料，原来的农民淘汰了。

以前地理就学习过产业升级，产业转移，人的技能也要升级。

肇庆的鱼塘农地稻田，改变为工厂，何其困难。

难道深圳的工厂，改变成金融公司，游戏公司，不困难吗？

每个地区，都有每个地区的问题，

奶酪地区，他们面临的问题是发展得好不好的问题。

烂菜干地区(肇庆为典型)，他们面临的问题是有无得发展的问题。

所以我说，中国要进入知识经济社会。真不是胡说的。

以前是投资拉动，现在以后要投知拉动。

现在以后要使用知识、技术推动经济增长，没有土老板什么事情了。如果还没有意识到。

那么他就会被淘汰。

把地产打下去，不会是凭空的，一定是老爷有了新的支柱产业，人们的观念也要改造，像我周边的，搞摄影的，搞动漫二次元的，搞游戏的，这一批人逐渐不再关注什么地产地段了，因为不需要关注。

我举一个例子：

以前腾讯股票刚上市，

有人16万买了一个汽车，

结果20年后，汽车报废了。

有人16万买了腾讯的股票。

结果20年后，腾讯股票飞天。

当时，腾讯就是新红利，新趋势。

现在也是一样道理。

现在的人几十万，几百万买房子，

以后10-15年后，剩下一堆混凝土，还每年吸钱维修。

现在的人，几十万，几百万投资知识经济，搞新创业，

以后10-15年后，那些知识资产，爆发出巨大的财富。

特别是高层，一直想不通那么高的户型，到底有什么优点，即使拆迁起来，也是没有议价能力的。何况以后未必拆迁，政府可以等到变危房，让居民求政府拆。日本美国人老早想通了，一户建和别野才是正路。国内最早想通的是福建人。国际视野。

小县城，大把地，用不着建那么高。建那么高，无非就是开发商多卖几套。多赚钱。

小县城的土地拍卖1200--1600元土地价格。建设32层，每平方卖4000元。

建安成本每平方才1500元。

1200-1600元的土地价格，匀平土地价格，等于土地价格是40-50元左右。

1500元建设安防成本+ 40-50元土地价格=1550元左右。

卖4000元，肯定是暴利。如果卖2000元左右每方，也是有钱赚的。

没有大量人口流入，以后根本就不会拆迁的。高层洋房，以后根本拆不动。

小县城的低层2-3层平房，7-9层老商品房拆迁，都何其困难，更别说30层的高层洋房拆迁了。

一个小区，总市值几个亿。怎么赔？去荒地开发，不香吗？

拆鱼塘稻田，建厂房，产值提高，这才合算。

拆厂房平房，建高层洋房，产值提高，这才合算。

拆高层，建什么？？？所以，到达了天花板，谁去拆？

这是我总结出来的规律，就是土地产值的提高。
