The "Zhaoqing City Action Plan for Promoting Low-altitude Economic Development (2024-2026)" (hereinafter referred to as the "Action Plan"), which was officially released on August 28, 2024, gives Zhaoqing's ideas and clarifies the eight key tasks for the development of low-altitude economy, including building a new pattern of coordinated development of low-altitude flight, consolidating the construction of low-altitude infrastructure, promoting the construction of low-altitude testing service platforms, increasing the efforts to attract and cultivate low-altitude economic industrial chains, improving the technical research and development capabilities of low-altitude industries, building low-altitude economic industrial parks, cultivating low-altitude application scenarios, and striving to create a low-altitude economic pilot demonstration.
"One Center and Two Bases" Lay a Solid Foundation
Consolidating the construction of low-altitude infrastructure is a basic work to promote the development of low-altitude economy. Among them, Zhaoqing will focus on the construction of "one center and two bases", namely the Zhaoqing City Low-altitude Comprehensive Service Information Center, the Guangdong-Hong Kong-Macao Greater Bay Area (Zhaoqing) Low-altitude UAV Testing Service Base, and the Low-altitude Logistics Test Base, to provide services and guarantees for low-altitude flight, and also lay a solid foundation for Zhaoqing to build an important fulcrum for low-altitude testing and application in the Guangdong-Hong Kong-Macao Greater Bay Area.
The Action Plan clearly states that a comprehensive management platform for low-altitude aircraft in Zhaoqing City, an aircraft supervision network and a comprehensive database will be built, and a low-altitude comprehensive service information center will be built with "one platform, one supervision network and one database". In addition, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area (Zhaoqing) low-altitude drone test service base and low-altitude logistics test base will be accelerated to provide multi-level and multi-scenario testing services such as R&D and operation for drone manufacturers and operators.
Zhaoqing plans to achieve basic completion of infrastructure by 2026, build an intelligent dispatching and supervision platform covering all types of low-altitude aircraft and a fusion airspace management center, guide social capital to participate in the construction and operation of low-altitude infrastructure, and gradually form a low-altitude infrastructure backbone network.
In addition, the Action Plan also mentions that it will actively promote the construction of Zhaoqing low-altitude flight service stations, low-altitude intelligent network infrastructure, and ground supporting infrastructure systems to meet the needs of low-altitude application scenarios in our city. Build a low-altitude flight service and supervision system, provide control services for general aviation flight activities, and provide low-altitude flight related services for flight users and the public.
At the same time, relying on third-party inspection and testing services, establish a drone system quality inspection and testing center, build an inspection and testing system covering the entire aircraft, airborne systems, parts, components and materials and other links of the industrial chain, and provide operational risk assessment, flight suitability test, finalization appraisal, mission load verification, data link test, operator training and other service guarantees.
Make every effort to build a low-altitude economic industrial park
The construction of a low-altitude economic industrial park will provide an important carrying space for the development of industrial agglomeration.
Zhaoqing plans to build a low-altitude economic industrial park integrating R&D, manufacturing, testing, testing and application by 2026, and build a low-altitude economic industrial ecological network.
For the construction of the low-altitude economic industrial park, the Action Plan proposes
Relying on the large-scale industrial agglomeration area of Guangdong Province (Zhaoqing), the Guangdong-Hong Kong-Macao Greater Bay Area (Zhaoqing) Low-altitude Economic Science and Technology Industrial Park will be built to improve supporting infrastructure and comprehensive services and enhance the scale benefits of the industry. Relying on the existing industrial foundations and spatial foundations of large production areas such as electronic information, new materials, new energy batteries, and electrical motors, we support various regions to build characteristic low-altitude industrial parks in a modular manner in regions with good airspace conditions and strong industrial foundations, and provide all-round and professional low-altitude economic industry supporting services in a coordinated manner, so as to revitalize and utilize existing industrial space and accelerate the formation of an industrial ecological cluster integrating R&D, manufacturing, testing, experimentation, and application.

It is reported that in addition to the short-term construction tasks mentioned in the Action Plan, Zhaoqing has also made long-term planning and layout for the Low-altitude Economic Industrial Park, planning to build an industrial carrying space with "two parks as the core and multi-point layout development". More than 1,000 acres of low-altitude economic science and technology industrial parks will be built in the municipal management area of Guangdong Province (Zhaoqing) Large Industrial Cluster Area; more than 200 acres of mature land will be reserved in Huodao Town, Gaoyao District, to create a new type of air-related low-altitude logistics demonstration park. The "two parks" will provide carriers for the manufacturing of drones, the production of core components, key materials, and logistics and transportation operations.
At the same time, the industrial park plans to coordinate the concentrated development of industrial space and create a spatial structure of "one center and three areas" (one public service center + three areas of R&D innovation, cultural display, and production and manufacturing). By improving the full-link R&D and manufacturing service platform and building a one-stop innovation service system, it will promote the full-chain industrial agglomeration of low-altitude economy, cultivate low-altitude application scenarios, enhance industrial technology R&D capabilities, and build a high-quality industrial ecology.

The application of low-altitude economy in emergency rescue, medical rescue, logistics distribution and other fields will greatly improve the level and efficiency of social services."

Cultivating and expanding a variety of low-altitude application scenarios is currently also a key task in the Action Plan.
Zhaoqing plans to explore low-altitude flight applications in emergency rescue, logistics distribution, characteristic cultural tourism and other public services. Explore the implementation of "drone + smart logistics", actively integrate into the drone logistics node network of the Guangdong-Hong Kong-Macao Greater Bay Area, and connect the drone intercity transportation and terminal distribution of surrounding cities. At the same time, the planning layout is suitable for the development of aviation tourism areas, venues and types, to build a new "low-altitude + cultural tourism" business model, expand the application of low-altitude intelligent aircraft in key areas, and improve the level of smart city management.
Develop the low-altitude economy through the entire industrial chain
With application as the "pioneer", Zhaoqing will focus on the introduction and cultivation of the low-altitude economic industrial chain. The "Action Plan" mentioned that it will aim to build and expand the entire industrial chain of low-altitude economy, carry out investment promotion activities for the entire industrial chain, strengthen the chain, supplement the chain and extend the chain.
At the same time, promote cross-industry integration and development, and use the foundation of our city's high-end manufacturing, electronic information, and metal processing and the effect of its high-quality resources on the transformation to the future drone industry. Support battery, electronic information and other industrial enterprises to expand research and development in the field of drones, support traditional industries such as metal processing and fine chemicals to transform into low-altitude economic manufacturing, introduce and cultivate a number of key upstream and downstream enterprises in the industrial chain such as drone whole machine design, component manufacturing, assembly integration, and communication system research and development, strengthen the missing weak links in the industry, create a closed loop of the industrial chain, and promote the cluster development of the drone industry.

Zhaoqing plans to promote the R&D layout and technological innovation of the low-altitude economy industry, strengthen the overall design, system development, airworthiness testing, flight services and other aspects of low-altitude aircraft, and tackle key core technologies. Relying on low-altitude data resources, establish and improve low-altitude data management systems and standards, improve docking rules, and strengthen data management, industry applications and data security.
In addition, to support the development of the low-altitude economy, Zhaoqing also provides corresponding safeguards.
For example, it plans to strengthen the overall coordination role by establishing a joint working meeting system. At the same time, a low-altitude economic expert committee that brings together resources from enterprises, colleges and universities, scientific research institutions, academic groups, and industry associations will be established to explore the joint construction of industrial funds by state-owned assets and social capital. At the same time, Zhaoqing will strengthen the construction of aircraft standards and quality supervision, crack down on various illegal flight behaviors in accordance with the law, improve the management mechanism and technical protection system for data security protection, and establish a low-altitude flight emergency rescue system to ensure development safety.
