Since the implementation of the "Hundred Million Project", Sihui City will adhere to the main line of "accelerating the development of new quality productivity and promoting new industrialization", strengthen overall planning, promote "big investment promotion" and "good investment promotion" services, and strive to achieve breakthroughs in the introduction of industrial projects.

Through measures such as carrying out the "Phoenix Attraction" action, clarifying industrial positioning, and innovating investment promotion publicity, Sihui City has introduced 43 manufacturing projects in the first half of 2024, including 2 projects with a total investment of more than 1 billion yuan, with a planned total investment of 7.058 billion yuan. It is expected that the annual output value after reaching full production will be 9.675 billion yuan, and the annual tax revenue will be 361 million yuan, completing 50.41% of the target task (14 billion yuan) issued by Zhaoqing. From January to May, the actual funds in place for manufacturing projects were 2.557 billion yuan. The investment attraction work has achieved remarkable results, and high-quality investment attraction has effectively accumulated momentum for the high-quality development of Sihui.

01--Adhere to high-level coordination and gather investment promotion forces

Sihui City strictly implements the "top leader" leadership system and the "three-thirds" work system for investment promotion, focusing on outbound investment promotion and project negotiation in science and technology resource-intensive areas such as the Pearl River Delta, Yangtze River Delta, Beijing-Tianjin-Hebei, and Chengdu-Chongqing economic circles. It has led teams to Beijing, Suzhou, Guangzhou, Shenzhen and other places to carry out investment promotion activities many times, focusing on investigating companies in related fields such as new energy, new materials, and electronic information, and in-depth exchanges and docking with local companies, face-to-face publicity and promotion of Sihui's investment environment, and negotiation of cooperation intentions to promote mutual benefit and common development. As of June 30, 2024, a total of 32 outbound investment promotions have been made, 65 companies have been visited, 18 manufacturing projects are reserved for negotiation, and the total planned investment is 3.929 billion yuan.

02--Adhere to targeted investment promotion and promote chain clusters

Sihui City focuses on "dominant + characteristic" industries such as electronic information, copper and aluminum deep processing, and fine chemicals, and targets upstream and downstream investment promotion for strategic emerging industries such as new energy vehicles and auto parts, new energy storage, and advanced equipment manufacturing. According to the location advantages and current industries of the four major parks, namely, Sihui Industrial Park in Zhaoqing High-tech Zone, Sihui Fine Chemical Industrial Park, Zhaoqing (Sihui) Electronic Information Industrial Park, and Nanjiang Industrial Park, optimize the industrial space layout of the park, strengthen overall integration, improve resource allocation efficiency, and achieve coordinated development of the entire industrial chain. Among the 36 projects that have been signed so far, a total of 29 projects belong to dominant + characteristic industries, accounting for 80.56%. The industry types cover new energy vehicles and auto parts, advanced equipment manufacturing, metal processing, new energy storage, fine chemicals, green building materials, electronic information, etc., further promoting the integration and cluster development of related industries.

03--Adhere to industrial acceptance and promote coordinated development

Sihui City is deeply embedded in the Greater Bay Area industrial chain, actively accepting the spillover of high-quality resource elements and non-core function relocation in Guangzhou and Foshan, making full use of new opportunities of the times such as the Guangzhou-Foshan-Zhaoqing Metropolitan Circle, the Guangdong-Guangxi Cooperation Special Experimental Zone, and the Zengcheng-Sihui Cooperation and Co-construction, integrating the industrial and resource advantages of the Pearl River Delta, and jointly holding various economic and trade activities with the core cities of the Greater Bay Area, including investment promotion, coordinated investment promotion in neighboring regions, etc., to increase industrial cooperation with the first-mover regions in the Pearl River Delta, strive to improve the layout of major productive forces, and enhance the sustainable development capacity of Sihui's industry. 04--Adhere to platform investment promotion and stimulate multiplier effect

Sihui City strengthens the "per mu output" orientation, further improves the quality of industrial platform projects such as Dongji Zhixin City and Wanyang Innovation City, improves the comprehensive evaluation standard system of per mu output benefits, carefully evaluates the investment intensity, output value, tax contribution, and development prospects of the project, and strictly controls the performance of the project investment cycle, comprehensive benefits, etc., to ensure the introduction of a batch of high-quality platform projects that meet the industrial orientation of Sihui, to maximize the "multiplier effect" of industrial clusters, and to create a "strong engine" for high-quality development.
