Flying over the municipal management starting area of the large-scale industrial cluster in Guangdong Province (Zhaoqing), you can see tower cranes standing everywhere, and the contiguous construction sites are divided into serial numbers. Since the third quarter of 2023 last year, the contracted projects in the Zhaoqing Municipal Management Starting Zone have entered their peak implementation. Currently, more than 40 projects have been started, 6 of which have entered the plus or minus zero stage. Since the beginning of this year, the municipal management starting area has completed 21 land supply projects, of which 5 projects were introduced and the land was provided in the same year, which is evident from the rapid implementation speed.

The planned area of the Zhaoqing Municipal Management Starting Area is approximately 52 square kilometers, including the Sihui Dasha area and the Dinghu Lotus-Sihui Fuxi area. In order to strengthen the ability to support the industry, the municipal starting area implements the rolling management of "acquisition, storage and land supply". By the end of last year, a total of 14,200 acres of land had been acquired and stored, including about 9,800 acres in the Sihui Dasha area and the Lianhua-Fuxi area. About 4,400 acres. This year, land acquisition and storage work continues to advance, with approximately 2,600 acres of land acquired and stored in the first quarter.

Recruiting investment in mature land is a key step for the rapid implementation of projects in municipal management starting areas.

The mature land in Zhaoqing's management starting area is centered on the Lianhua-Fuxi area. This year, 4,000 acres of land will be leveled in 2024. The annual land supply plan is similar to this, and it is expected to ensure the implementation needs of 150 projects.

While leveling the land to ensure the implementation of the project in the near future, the municipal management starting area also discussed with the power supply department on issues such as the relocation of high-voltage lines and the construction of substations based on the future development needs of the project to ensure that relevant work can be started as soon as possible.

In addition, the Zhaoqing Municipal Management Starting Area will be equipped with two electrochemical energy storage power stations with a total designed capacity of 400MWh.

At present, preliminary related work such as project planning and design has been gradually carried out.

Speed up construction

Zhaoqing High-tech Zone is the "locomotive" of Zhaoqing's strong industrial city.

Among them, promoting greater breakthroughs in the construction of Zhaoqing Dawang New Energy Intelligent Automotive Industry City is the key task of the district.

Last year in 2023, Zhaoqing Dawang New Energy Intelligent Automobile Industry City was successfully included in the list of national major projects, and obtained a planned construction land quota of 3,000 acres for national key projects. It was also included in the Guangdong Province with the 1,127-acre Xpeng Intelligent Connected Auto Parts Industrial Park. One of the five characteristic parks of the province’s “Strong Chain Project” for auto parts.

From January to February 2024 this year, 17 projects in the industrial city were signed or started. Among them, in the Xiaopeng Intelligent Automotive Parts Industrial Park, seven projects are fully under construction, with a total investment of 3 billion yuan, and the construction of four supporting roads can be completed within this year. In addition, special planning, land acquisition and storage, land leveling, investment promotion, and project implementation in the industrial city are being accelerated.

Characteristic parks in various places

Plug in the "wings" of industrial collaboration

Characteristic parks are an important part of the city’s “344” park development pattern.

Through the provincial industry orderly transfer and counterpart collaboration policies, Zhaoqing’s counties (cities, districts) and their counterpart districts in Guangzhou have strengthened cooperation and jointly built a number of industry undertaking platform carriers such as county characteristic industrial parks with high standards, accelerating the creation of “one county, one district”. "Park one characteristic" park multi-point development model.

Sihui City and Guangzhou Zengcheng District jointly built the Zengcheng-Sihui Industrial Transfer Cooperation Park (Sihui City Fine Chemical Industrial Park). The two parties established the Industrial Transfer Cooperation Park Management Committee in November last year. The cooperation park is named Sihui City Fine Chemical Industrial Park. The Chemical Industrial Park serves as a carrier and mainly develops high-end fine chemical industries with the core of automotive chemical materials, daily chemicals, and electronic chemicals. Currently, Zengcheng District and Sihui City have jointly established an investment company, which is jointly responsible for promoting the infrastructure construction, investment promotion, and park development and operation of the jointly built park.

At present, more than 60 million yuan of assistance funds from Zengcheng District have been put in place, which will be used for the park's living facilities, production facilities and road projects. The park is located at the junction of Xiamao Town and Jianggu Town in Sihui. In order to strive for the implementation of more projects, a neighborhood center will be built around the park with supporting commercial centers, apartments, etc., which is expected to meet the living needs of 5,000 people.

Industrial development is the focus of cooperation between Sihui and Zengcheng. The four major industries of fine chemicals, metal processing, new energy, and electronic information in Sihui are very consistent with Zengcheng's industrial structure.

To this end, the two places have cooperated with each other through drawings of the entire industry chain and launched joint investment promotion. At the same time, the Fourth Committee also sent investment promotion cadres to Zengcheng District for on-site study.

According to the industrial cooperation planning direction, the two places have also established "reverse enclaves". Including the establishment of the Sihui (Zengcheng) Science and Technology Innovation Incubation Center in Qiaomengyuan Innovation Center, Zengcheng District, whose functions include technological innovation and technology incubation; the establishment of the Sihui (Zengcheng) Industry Collaborative Development Center in Xingnong Hall, Zengcheng District, with functional positioning As an investment promotion platform and promotion platform (exhibition and sales of agricultural products, agricultural and cultural tourism projects), the center is currently incubating an agricultural and cultural tourism project centered on the development of the sugar orange industry and settling in Sihui.
