12月18日上午，四会市委理论学习中心组学习贯彻推进粤港澳大湾区建设工作专题学习会召开。

四会市委书记、市长翁卓辉领学推进粤港澳大湾区建设工作的相关内容并发言。四会市委理论学习中心组成员吴鋆、何政力围绕学习内容作了交流发言，其他中心组成员均作书面发言。

会议指出

建设粤港澳大湾区是习近平总书记亲自谋划、亲自部署、亲自推动的重大国家战略。总书记以政治家的远见卓识，从全局高度为粤港澳大湾区发展领航定向、擘画蓝图，引领粤港澳三地携手推进大湾区建设迈出坚实步伐。

专题学习会结合四会实际，围绕如何推动我市全方位“融珠入湾”进行深入分析，在相互启发中拓宽工作思路，在集思广益中形成工作共识，在明确路径中凝聚发展合力。

会议要求

一要切实增强“主人翁”意识。作为全国百强县、省首批创先类典型县，我们必须有底气、有信心、有作为，要立足“中央要求、湾区所向、港澳所需、四会所能”，对标最高最好最优，大力弘扬敢闯敢试、敢为人先的改革创新精神，把推进大湾区建设与深入开展主题教育、实施“百千万工程”等工作紧密结合，找准切入点和突破口，努力在参与新阶段大湾区建设中赢得重要机遇、实现联动发展，加快建设粤港澳大湾区产城融合制造新城。

二要深度嵌入大湾区产业链。在粤港澳大湾区建设、珠三角产业有序转移、广州增城对口帮扶、大型产业集聚区建设等政策机遇叠加的背景下，我们必须要有明确清晰的产业规划和布局，进一步深化调研、摸清底数，完善细化承接产业有序转移、推动产业转型升级等工作方案，强化与增城合作共建园区。要大力实施制造业当家“十项行动”，积极对接省20个战略性产业集群，深化与肇庆高新区组团发展，着力引进一批落地见效快、造血功能足、带动能力强的强链补链延链项目，迅速壮大铜铝深加工优势产业，做精做优精细化工、电子信息特色产业，加快布局新能源汽车、新型储能产业，着力打造大湾区新能源智能制造第一基地。

三要谋划推进更多大湾区项目。主动融入“轨道上的大湾区”，力争引入贵广铁路广宁联络线，谋划四会大沙至佛山三水地铁站点交通接驳，推动轨道站点与城市高度融合；加快省道260线、省道263线、二广高速龙甫互通立交等重点交通项目建设，积极融入大湾区“一小时交通圈”。加强对外合作重大平台建设，强化与上级商务、海关部门沟通协调，想方设法推动投资方启动保税物流中心B型项目前期动工工作，力争尽快取得阶段性进展。深化港澳机构及社团与我市交流合作、规则衔接和机制对接，积极参与“大湾区青年就业计划”等活动，优化港澳青年创新创业环境。以举办2023中国·四会玉器文化节暨中缅翡翠产业发展大会系列活动为契机，进一步扩大“四会玉器”国际知名度。同时，持续推动与更多大湾区城市开展政务服务“跨域通办”，引入大湾区核心城市创新资源，打造一流营商环境，建设大湾区高品质现代化新都市，全方位参与大湾区建设。

会议强调

接下来，要继续学深悟透习近平总书记关于推进粤港澳大湾区建设的重要论述精神，持续深入实施《粤港澳大湾区发展规划纲要》，全面落实省委“1310”具体部署，推动“百千万工程”落地落实，进一步优化参与大湾区建设的思路举措，奋力攻坚大湾区建设重点任务，在新阶段大湾区建设中抓住机遇、找准定位、实现高质量发展，为肇庆市加快建设成为珠三角核心区西部增长极和粤港澳大湾区现代新都市提供四会新动能新支撑，为广东在推进中国式现代化建设中走在前列作出四会新担当新贡献。
