位於高要區新橋鎮的廣東金晟新能源股份有限公司，以新質生產力為引領，加速成為新型儲能產業賽道的領軍企業，於今年4月上榜胡潤百富發布的《2024年全球獨角獸榜》，排名全球680名，實現肇慶本土企業「獨角獸」零的突破。

位於高要區金渡鎮的「中國製造隱形冠軍」廣東晟輝科技股份有限公司，各條生產線忙碌運轉，工人們加班加點趕訂單。為了持續提升市場佔有率，公司每年將6%以上利潤作為研發經費，投入到產品創新研發和生產流程改善上，今年研發並發布了全球首款零下80℃仍能正常作業的超低溫風扇。

這邊企業搶抓時間忙生產，那邊項目鼓聲雷動戰猶酣。高要區人民醫院新院等在建工程現場，工程車輛來回穿梭，機械設備轟鳴作響，施工人員搶抓有利天氣，用飽滿的激情加力提速重點項目建設。

截至目前，高要區新增開工項目5個、新增竣工項目5個、新增投產項目12個，完成製造業項目建設實際投資額34.7億元，年增5.04%，總量居全市第一。

堅持「專案為王」不動搖

高要大力實踐“一線工作法”“項目化工作法”，繼續推行區領導掛點、“半月一督導”“每月一調度”“每月一通報”等工作機制，從項目備案、施工許可、金融稅務、土地報批、環評安評等方面落實專案全生命週期管理服務，做到任務定量、責任定人、進度定期，推動專案快落、快建設、早投產、早見效。

截至2024年5月底，順利推動酷狄五金等28個項目實現轉段，推動計畫投資15億元的新協航大灣區冷鏈物流和預製菜生產基地項目順利投產，目前已投產項目中已有4個企業實現上規。成功推動17個專案供地超400畝，金利、金渡產業園區配套路網加速建設，產業平台及專案建設展現新氣象。

深化「放管服」改革

高要持續打造“高要事·高興辦”政務服務品牌，全力服務企業“輕鬆辦”“高效辦”“舒心辦”，目前企業開辦窗口實現商事登記2小時內辦結、刻章備案1小時內完成、半天內可完成企業開辦所有流程，實現開辦企業「只跑一次，一窗通辦」目標，讓企業真正感受到「馬上就辦」的高效。近日，也推出「黨建+政務」服務新模式，在高要區政務服務大廳設立了肇慶市首個黨政綜合窗口，實現黨員服務和政務服務「一窗辦理」。
