2022年4月14日，廣東省（肇慶）大型產業集聚區規劃建設指揮部揭牌儀式在肇慶新區舉行，標誌著我市大型產業集聚區正式吹響啟動建設的號角，也標誌著肇慶產業發展站上了一個新的起點。市委書記、市人大常委會主任張愛軍，市委副書記、市長許曉雄為指揮部揭牌並召開工作座談會。

肇慶市委、肇慶市政府高度重視大型產業集聚區建設，先後召開市第十三次黨代會、市委經濟工作會議、市委書記專題會議進行具體研究部署，提出要高品質、高水準規劃建設大型產業集聚區，推動政策整合、要素集中、功能集合、產業集聚，加速打造兆級產業集聚區，成為我省佈局重大產業計畫的核心平台之一。

興建大型產業集聚區，是省委會、省政府賦予肇慶一項重大戰略任務，是肇慶未來發展的頭號戰略平台，是肇慶加速產業振興、建設製造新城的重大戰略機會。我們要牢牢樹立強烈的機會意識，把集聚區建設作為肇慶打造核心發展引擎、破解內外雙重不平衡不協調問題的重要抓手，以慢不得、坐不住、等不起的緊迫感，全力加速推動集聚區建設破局起勢，為肇慶加速實現「兩個定位」提供堅實的產業支撐。
◆要把集聚區規劃建設當作全市產業振興的頭號工程來抓。堅持市級統籌、區級主導、協調連動、起步先行的原則，堅持點面結合、重點突破，集中精力、集中財力、集中物力，全力加快起步區建設，努力把集聚區打造成為我市製造業高品質發展的主戰場、主引擎，引領、輻射、帶動全市產業高品質發展。

◆要強化集聚區全方位要素保障。立足集聚區建設需要，在機構設置、土地開發、資金保障等方面全力提供支持，同時要堅持集約節約使用土地，注重推動土地集中連片開發、集中招大商，探索建立集聚區建設基金，撬動更多社會資本力量參與建設，確保集聚區順利有效率建設運作。
◆要推動指揮部高效率運作起來，形成強大合力。堅持全市一盤棋統籌推進，指揮部要全面落實“1個機制、4種方法”，建立扁平化、高效率的管理體制及運作機制，鍛造一支懂經濟、懂規劃、懂產業、懂園區建設的高素質幹部隊伍，充分發揮牽頭抓總作用，協調好各部門及相關縣（市、區），想辦法調動各方面資源，確保集聚區建設蹄疾步穩向前進。
許曉雄強調
大型產業集聚區是肇慶產業振興的希望所在，要進一步凝聚共識、壓實責任、明確任務，形成「指揮部統籌協調、部門各司其職、地方強力推進」的工作格局，充分調動各方力量資源全面參與、全力支持，推動集聚區建設開好局、起好步。要健全完善運作機制，強化各類要素資源保障，認真研究破解發展困難問題，迅速掀起大開發大建設熱潮，盡快形成實際進度，推動集聚區實現良性滾動發展。若要加速產業導入，堅持邊建設邊招商，聚焦新能源汽車及汽車零件、電子資訊等主導產業招大引強，推動更多專案落地開工，盡快形成產業集聚發展態勢。
會上，肇慶市直有關部門以及端州區、鼎湖區、高要區、四會市、肇慶高新區、肇慶新區主要負責同志就加快大型產業集聚區建設作了交流發言。
